When composing a new mail in html format, a feature is present to add an
icon smiley in the text. Great.

If you turn such a html message, containing icon smileys, into non-html
message, the smileys are automagically transformed into "textual"
smileys. Very good !

But one feature is missing : when in non-html mode, the menu to add a
smiley (which would add a textual smiley of course) is not activated.
You need to go back to html mode, add an icon smiley, and go back into
non-html.

So the feature request would be to have 
- the smiley menu active both for html and non-html messages
- in non-html mode, the smiley menu would add directly a "textual"
smiley.
