"Weather Report applet -> Preferences -> (very long delay - is it normal?)->
Preference dialog -> Temperature unit (seting from Default to Celsius) -> Close.
If you repeat this you see that Temperature unit remains Default. "

This is just an UI issue for the preferences since the unit for the applet is
the correct one.

Breezy is currently showing the opposite behaviour.  It's impossible for
"Default" to remain selected.

Investigating.
