Description jesse 2005-01-23 23:27:29 UTC
add toplevel as an option for categories when creating a new category.

Other information:
Comment 1 Joshua Nichols 2005-03-27 00:23:51 UTC
Currently, to make a toplevel category, it is necessary to create it under
another category, then it can be edited to be toplevel.
