Tags encoded in cyrillic dont show properly, tested with:
gst-launch-0.8 -t filesrc location=~/Desktop/cirilictags.mp3 ! spider ! appl
ication/x-gst-metadata ! fakesink
My terminal is in utf8 encoding.

Company (at #gstreamer) sais that the error may be caused by the fact that the
tags are written in ID3v1.

I don't know that, but the file that causes the error can be downloaded from
bolgo.cent.uji.es/files/cirilictags.mp3

Applications like totem (using the gstreamer backend) or eina (my app) fail to
show the tags

Anyway, mpg321 shows them properly, using a function called
id3_ucs4_latin1duplicate from libid3
