gnome-panel-2.9.2 fails to compile with error:
  Package libgnome-menu was not found in the pkg-config search path

The reason is that there is a circular dependency between "gnome-menus" and
"gnome-panel".  I solved the issued removing the dependecy on 
  ~/garnome-2.9.2/desktop/gnome-menus/Makefile
commenting line " LIBDEPS =..." with 
  #desktop/gnome-panel

This was fixed in GARNOME 2.9.3, closing.
