For greater consistancy with other applictions in the Gnome Desktop and in line
with the HIG I would much prefer if Totem used a File menu for file related
operations and a Movie/Video menu for operations specific to movies.  

Not only would this be more consistant with Gnome but it also I think with users
have come to expect from other Media players, I cannot think of any other media
player (that has menus) that doesnt use File and I have tried to find one:   
Windows Media Player uses 
  File, View, Play, Tools, Help
Quicktime uses
  File Edit Movie Windows Help
Video Lan Client (VLC) Player uses
  File View Settings Audio Video Help
(Dont know about Real Player but their) Helix player uses
  File Play View Tools Help
Gst-player uses
  File Control View Help
(It is not particularly relevant Xine and Mplayer have an Open submenu in their
right click menu)

The only menu item in the File menu that relates to files is the "Open...", all
the other items would be better grouped as "Movie" rather than "File". If you
have a more precise description of how you would reorganise all the menu items,
feel free to re-open this bug.

I don't agree, 
these folowing items are all standard file operations none of which are specific
to movie files.  

File, 
Open 
Open Location
-
Properties 
-
Recent Files
- 
Quit

Using a menu other than File feels massively inconsistant, which is very
important if Totem is going to the default movie player in Gnome.  

I'm not entirely sure what you mean when you ask for a more precise description,
but I'll get back to this later when I have more time and reopen it then.
