Beagle fails to crawl files without extended attributes

We now (1) Check to see if EAs work when the daemon starts up. If not, we bail out with a fatal error whose message contains a link to the wiki. (2) Fall back to storing the info in a sqlite db for individual files we can't set EAs on. so I'm closing this as FIXED.
