The beagle file crawler isn't catching an exception trying to create an xattr on
the filesystem.

We now
(1) Check to see if EAs work when the daemon starts up.  If not, we bail out
with a fatal error whose message contains a link to the wiki.
(2) Fall back to storing the info in a sqlite db for individual files we can't
set EAs on.
so I'm closing this as FIXED.
