-Here's exactly what I did
--Download song from ITunes Music Store
--Converted song to .m4a using iOpener
--Converted song to .wav using faad (no options used)
--Converted song to ogg using oggenc (-h option used)
--played song in totem and rhythmbox, both have choppy playback
--played song in zinf and realplayer, both have clear playback
--follow same steps to produce .mp3 file, found same result

--Notes--
-This appears to be a gstreamer problem
