Win32 installation instructions were out of date.  Specifically, it linked to
the old dropline installers.

Patch: Updates the Windows Installation Appendix

I cleaned up and clarified a few things in the Windows installation Appendix. 
Also directed the user to get the Win32 GTK installer from Glade/Gtk+ Win32
site.
