After the top sheet has been deleted, undo restores the sheet but doesn't bring
that sheet back to the front. This is a minor annoyance, making it seem that the
undo hasn't worked since the only visual indication of any effect is the tab
being  restored, unhighlighted.

1) new gnumeric
2) click on tab 3 to raise it
3) right click on tab for context menu -> remove
=> sheet disappears, tab 2 is raised
4) Undo
=> sheet reappears but tab 2 stays raised

Interestingly this is a per-workbook-view thing because views can have different
top sheets.

I understand that it is a per-workbook-view thing, but it is desirable that the
undoing is noticable. So we probably should just raise the sheet in the view
that was asked to undo, even if the sheet wasn't the top one (or in the case
that several sheets had been deleted simultaneously, any one of them.)
