gtk_file_system_gnome_vfs_parse() uses G_BROKEN_FILENAMES via the
locale_encoded_filenames field.  It should take a UTF-8 string, as it comes from
the user interface, and deal with it.

Closing this now that the libgnomeui file chooser backends have been removed. gtk+ does not use G_BROKEN_FILENAMES anywhere I can see.
