While we wait for community approval, I made two patches that would document
some of the things Shaun asked for in
http://mail.gnome.org/archives/desktop-devel-list/2004-September/msg00138.html.
 If the community approves those changes, I'll go ahead and commit these so that
we have it documented.  I'm just uploading them to bugzilla for safekeeping for
now (and sticking them in the same bug despite the fact that they affect
different modules...)

Things covered: (1) Adds a change announcement period to the milestones, such as
the string change announcement already used this last release cycle and the UI
change announcement Shaun requested, (2) mention that GDP wants to be CC'ed on
string change requests.

Things not covered: (1) I already committed a patch earlier today to
www.gnome.org/start/2.7 to remind maintainers about emailing all four necessary
lists when branching, (2) I don't know the best way to ask maintainers to email
the GDP if their module won't change much after feature freeze, (3) I don't know
how to document the fact that the GDP would like to have someone commit to a
technical review of documentation about their module.
