To reproduce the problem:
- open the .gnumeric file I will attach
- click on the right down corner of the chart
- drag it to the bottom slowly
=> the corner does not follow the pointeur position
- move the pointeur up
=> the window is reduced but the distance between the pointeur and the corner is
preserved.

Note that I can reproduce this bug with 1.3.2 but not with 1.3.1.
The bug should have introduced between these two releasese.

As explained in bug #152714, moving around a sheet object also changes its size.

It took some digging but I found not one but two ancient rounding errors. The
problem may have been uncovered by the recent simplification of object sizing.

Patch will be in 1.3.91
