Scaling an image to *exactly* 75% will add black vertical lines to the image.
Scaling near to 75%, but at least 1 Pixel more/less, does work properly.

Starting with a 200x200 Pixel white image, i got a 150x150 Pixel one with 
several black lines.

GIMP 1.2 is not any longer maintained, please upgrade to GIMP 2.0 where this bug
has been fixed.
