It crashes!

Steps to reproduce:
1. Run gnumeric
2. Confirm all charting plugins are on
3. Show [Insert]-[Chart] dialog
4. cancel it
5. Disable all chart plugins
6. Show [Insert]-[Chart] dialog again
7. Crash

I have fixed the crash in cvs, but it looks like we do not pay attention to
whether plugins are active when we create the list of graph types.

The current state of affairs in that things that are disabled at load-time
will not be in the list of plot types.  [Good]

Things that are disabled later [which will only be possible as long as they
have not been used] remain in the list.  [Not good.]

Lowering priority and severity.

Seems fixed in 1.8.x
