Use sawfish 1.3 as window manager, create a panel on top of the screen
(expanded, 24 pixel in my case), log out and log in.

The panel appears on top of the screen first but then suddenly moves down to the
bottom (before the applets in it are fully loaded).

In my case it is then partly covered by the other non-expanded panel on the
bottom of the screen.

It is possible to drag the panel back to the correct position then (but gets
annoying).

I'm going to be blatantly ignorant and assume that its a bug in sawfish.
Wherever the bug rests, someone needs to debug it - there's prolly a better
chance of that happening on the sawfish side ...

can't reproduce this (GNOME 2.26 + Sawfish 1.6.0 (HEAD))
