The window-list-es.omf file is NOT in the proper UTF-8 format, and there is
no indicate encoding.

This has caused the yelp browser fails to retrieve the Table of contents. 

error message from yelp:

/opt/gnome-2.6/share/omf/gnome-panel/window-list-it.omf:12: parser error: :
Input is not proper UTF-8, indicating encoding !

Cause

The cause is in the 12th line of window-list-it.omf, it is the title
tag,and already been commented out. but show how xmlCtxtReadFile fails to
parse the whole file.

I'm moving this to l10n/italian because I think the italian people
should fix it.

It looks like Spanish, not Italian. I guess that window-list-es.omf is the
corrupted file.
