The icon theme page should say whether a theme uses SVG or bitmap icons.

I like SVG icon themes, because the icons scale much nicer than bitmap
theme icons. But art.gnome.org doesn't specify if a theme is an SVG or a
bitmap theme. (There's one theme that has SVG in the name, but Gorilla
isn't marked in any such way.)

The general praxes is that all new themes contain SVG icons. And there will be a tags feature in ago3, so it will be possible to tag it.

art.gnome.org is not under development anymore.
