Clicking on the border does not activate any window

Clicking on the border of any applet, for example at the very edge of the screen, activates the applet. In case of both windol list and notification area applets it's true too, but these two themselves do not select any of the windows/notifications inside, forcing user to move the mouse a few pixels and click again.
I confirm this with Window List. I don't see this behaviour as a problem.

This is indeed a usability problem. By Fitt's law, the edges of the screen are infinitely more accessable than the other parts, due to the infinite size they have (no matter how much more you move the mouse up, you are the upper edge still). So it's quite important to take advatage of these accessable areas. Actually, a one pixel wide panel at the very end of screen is easier to trigger than the current one that does not work at the very end of the screen ;).
