Login into the desktop. 
Stay on the desktop and press <F1> key.

Observation & Bug: Help browser launches with Nautilus Desktop Help!

Expected Behaviour - The help should be a toplevel help. User is more
likely to be expecting that.

Attaching a patch that does the following


If the user presses F1 on the desktop, toplevel help will be displayed.
If the user presses F1 on the nautilus window then the help of nautilus
will be displayed.
