libglademm cannot be compiled as a DLL with cygwin/mingw32.

Here is the patch against CVS HEAD that adds support for DLL with 
cygwin/mingw32. I tested it with gtk+-2.2.4, gtkmm-2.2.8 and libglade-
2.0.1 + mingw32-gcc-3.2.3.

I plan to include libglademm in my gtkmm installer for the gtk+/gtkmm-
2.4 release.
