When you set GTK2 and GIMP to allow menus to be teared off, it would be
great if The GIMP could remember the presence and position of these tearoff
menus when it's closed, and reopen these menus when it's started.

I'd like to second this bug. Every time I start gimp, the first thing I do is
tear off four menus. Some menus (Colors and its submenu Auto) are such that I
access many of their items semi-frequently, so assigning keyboard shortcuts for
all of the items wouldn't be  very nice.

We are not going to implement this.
