Currently in the languages/text-encodings "autodetect" dropdown (Language
in the prefs window)

the options are listed:

Chinese
East Asian
(etc)
Off
Russian
(etc)

"Off" is not a language, and should be at the top of the list, followed by
a separator bar.

Looks good. Maybe add a comment about the "" thing. I dont think we
can have a separator when we will move to new combo so ... Please commit.
