I'm able to play this mpeg file:
ftp://seds.lpl.arizona.edu/pub/anim/space/earthro2.mpg
perfectly using the mpeg2dec plugin.
Using ffdec_mpegvideo I get a distorted movie with lots of errors displayed
like:

ac-tex damaged at 15 4
Error while decoding slice
ac-tex damaged at 8 8
Error while decoding slice
ac-tex damaged at 0 13
Error while decoding slice
ac-tex damaged at 7 2

If you have ffmpeg installed can you test to play this file with 
ffplay ?

Can't reproduce the bug since I'm not running Debian on my desktop
anymore. No problems in FC1, so I guess it's solved somehow in the
newer versions.
