Some reports may benefit from the ability to lock down the settings.

Budget reports especially.

Unchecking the 'lock report settings' should give a warning confirmation
dialog to the user.  The message should be specific to the report type.

Note: Since version 1.8.10, it is possible to save a report configuration and
have it appear as a menu item (in reports->Customized reports). If this fixes
this enhancement request, feel free to close it.
