There are many good reasons for this, among others this reduces the danger of unnecessary and accidental "translation" of these names, and replacing them with %s also helps translators having to translate fewer messages. Fixed in cvs. Please note balsa-2-0 is the stable branch.
Quite unfortunate that translators at gnome-i18n@gnome.org haven't been told about that branch then.
