Could it be explicitely written in the HIG section "Desktop Integration"
subsection "Menu Item and Tooltips" (or wherever it talks about tooltips
and that could be better place) the policy to follow about tooltip's end,
with or without a "." (final dot)?

I guess a couple of words don't need a full stop, because they are not
a sentence. A sentence should end with a full stop. Personally, I
don't think it needs to be said, unless there is a great deal of
inconsistency at the moment.

I agree that this may be unimportant enough to not specify. I would
generally say that you shouldn't include a period for Application Menu
items. They should be short verb driven sentences, but I think a
period just gets in the way.
