It would be great if you could limit the bandwisth allocated to each
download. OUI-wise, you could simply choose "fast, medium or slow" download
or "high, medium, low" priority. That, coupled with the possibility to keep
downloads in memory would make the download manaer a true... download
manager ;)

WONTFIXing, this is impossible at the moment (and probably in the
future) as there is no Mozilla API to do so. Besides, I'm not sure such
an option would belong to the current design of the downloader in
Epiphany.
