Summary:

Instead of forcing a user to keep digging through the preferences dialog in
order to turn on/off quoting, Balsa's menu and toolbar should provide
quoted/unquoted replies as separate operations.

You can always leave the pref option unchecked, and either use Edit =>
Quote Message(s) or drag&drop the message(s) to the new message
content area.

The menu items would be easy to implement, but would extend the
already lengthy Message menu. However, the toolbar button is
especially problematic--how would you distinguish `Reply quoted' from
`Reply without quoting'?!

A good compromise would be to have a "Quote Message(s)" icon within
the editor window itself. How about a speech bubble containing ""?
