gtk_spin_button_set_digits controls decimals, not digits.

In the best of worlds, it should be renamed.  At the very least, the
behaviour needs to be clearly documented.

I don't think this is bad enough to make the confusion
of renaming and deprecating the old name worthwhile.
The documentation probably could use the phrase "digits
after the decimal point" for clarity.
