Metacity always sets focus on new windows even when the focus mode is set
to 'sloppy' or 'mouse'.  Getting the focus back where it belongs requires
moving the mouse outside of the current window and back in.

or clicking on the window.  This has gone back and forth a few times.
 A new EWMH hint linked to from another bug here somewhere has a more
definitive solution.

But we do need to make a number of exceptions to the way sloppy or
mouse focus works beyond the always focus the window with the mouse
(alt tab for example) to make it usable.

We think that the vast majority of the time, the user will want the
new window to be focused.  The user time EWMH hint should fix it for
the remaining cases.
