under certain circumstances calling gnome_print_config_default sets both
the LC_CTYPE and LC_NUMERIC locale to "C". This happens whenever libcups is
called. The bug really resides in cupsLangGet and ppdOpen but knowing this
libcups bug gnome_print_config_default should protect the locale.
