Description of Problem:
I accidentaly set the target of the launcher item
to a programs png icon and panel started to crash

Steps to reproduce the problem:
1. add launcher to a panel
2. using properties change the application target
to a png image
3. close the properties

Actual Results:
panel crashes

How often does this happen?
every gnome-panel restart

I believe this is a duplicate of bug 113900 (which happens to have a
stack trace with debugging symbols).  Setting version->2.2.x (which
was the version in the duplicate.

CCing Garnome since this affects them (0.24.2), adding some more
keywords.  This is an odd crash too, because the code looks like it
should return -1 before getting to the null reference.
