Hit Alt-F1 to pop up the Applications menu, then right arrow to focus the
Actions menu, then down arrow to focus an item on the menu.  Then hit Esc.
 Focus gets stuck on the menu title. Focus should go back to the menubar
applet itself, as it does when you focus a menu item with the mouse, then
press Esc.

I suspect that this is a duplicate of bug 118491. In any case the
behavior is correct with gnome-panel from CVS HEAD.
