The notification area applet seems to grab 'Tab' so if you enter it, you
can't Tab to other items on the panel after it.  Shift-Tab to go backwards
works as long as you don't hit Tab; once you hit Tab then neither Tab,
Shift-Tab, nor Control-Tab work anymore. -(

This means keynav users cannot use the notification area.
