Installed (universal) using rpms and following instructions on gstreamer
website to the letter.

On gst-launch  get the following:-

INFO ( 1528: 0) Initializing GStreamer Core Library version 0.6.0
INFO ( 1528: 0) CPU features: (00000000) MMX SSE
registry: loaded global_registry in 0.300866 seconds
          (/var/cache/gstreamer-0.6/registry.xml)
ERROR: pipeline could not be constructed: Empty bin

This is correct behaviour. gst-launch does not work without arguments.
