If fetch_new_and_bodies_on_startup or fetch_new_on_startup are active, the
tasks.xml is sometimes created for the fetches before its presense is
tested to determine whether to ask the user if she wants to restore the old
task list.

I agree with your analysis of the problem, but the patch you
give won't fetch new headers/bodies if there are still tasks
in the queue from the last run.  Ideally both the old and
new tasks would work.
