Pan 0.13.91

In the user profil editor, Pan encodes 8 bits characters to utf-8. But it
doesn't decode the utf-8 when we open the editor. 

For example:
I write as introduction string:

"%n écrivait :"

When i reopen the editor, Pan displays :
"%n écrivait :"

Pan encodes one more time this string to utf-8 when we close the editor, etc.

ok, now I've got my head screwed on right: not a dupe, but definitely
a bug. Weird, since this worked for a long time.

I'll fix this for 0.14.0.
