I can confirm this behavior here, and it's not just for 423 errors. +This means that once the server starts returning "502 Download Exceeded" those ?:Heltasks all fail, and are all removed. When I return, hours later, I find no tasks queued, so it's harder to go back and start getting what I want the next day when I again have access.
Fixed in CVS: http://cvs.gnome.org/bonsai/cvsview2.cgi?diff_mode=context&whitespace_mode=show&subdir=pan/pan&command=DIFF_FRAMESET&file=queue.c&rev1=1.257&rev2=1.258&root=/cvs/gnome http://cvs.gnome.org/bonsai/cvsview2.cgi?diff_mode=context&whitespace_mode=show&subdir=pan&command=DIFF_FRAMESET&file=ANNOUNCE.html&rev1=1.118&rev2=1.119&root=/cvs/gnome
