It's a little bit more complicated than that because the widget
doesn't "know" that the text the cursor is over is a URL.  It could
just as easily be an S/Key prompt or some other pattern the terminal
registered for recognition (the terminal can register an arbitrary
number of such patterns).

Probably the terminal could provide a way for the app to specify the
cursor to be used when the app registers a pattern.  If done this way,
I doubt it would show up in a gnome-terminal 2.2 release, as that's
more likely a 2.4 feature.

Yes, it is. VTE supports it. Reassigning to gnome-terminal, which still does not make use of it.
