gst-element-check.m4 would be better distributed with the core rather than
gst-plugins.  It would be useful even without the plugin pacakge.

Plus it would be more convienient to include this file in the
libgstreamer-dev Debian package which is built from the core tarball.

Fixed both in HEAD and 0.6.1.
