It seems that the logout icon is scaled up from the menu-size version or
something. This only happens if your icon theme provides a small 
version of the icon. Alex blames the panel instead of gnome-icon-theme.c

Note that my "blame" is a just a vague memory that the panel stored
final image locations in its launchers instead of just the icon name.
This means that a) it only has one size b) it doesn't change with the
theme.

This may have been fixed since then.

I certainly haven't seen it for a long time. Closing until we get a
more recent report.
