When the gconf editor is run as root there should be an item in the tree
view to allow the user to set keys in /etc/gconf/gconf.xml.mandatory/

Yes, browse/edit mandatory and defauls will be a pretty feature for
next versions. Maybe two new and diferent trees, or maybe access them
via a menu entry, not sura about that.
But this should be in conjuction with bug #97335
