No sample points in the sample points dialog

When following these steps, at least on my computer no sample points show in the sample points dialog:

Make sure GIMP is in Multiple Window Mode (I haven't checked Single Window Mode). Also make sure the sample points dialog isn't showing in the toolbox. It should be in the toolbox but the actual dialog shouldn't be visible. 

Close GIMP and restart. Make a new document with rulers visible. Drag a sample point (or points) into the new document.

Now go to the toolbox and click on the sample point dialog to make it visible. There aren't any sample points showing.

Now drag the sample points dialog out as a single window, and the sample point(s) are now visible in the dialog.

Now put the sample points dialog back into the toolbox and the sample point(s) will be visible. This persists until GIMP is closed and reopened with the sample points dialog in the toolbox but not visible.

There's no bug report popup and nothing relevant in the terminal.

Same result using Single Window Mode. If the sample points dialog is visible, the sample points appear in the dialog. Otherwise they don't.
