When GIMP runs, a copy of templaterc is made in ~/.config/GIMP/2.10/. And any update of the upstream templaterc is not taken into account anymore, which is annoying.

For instance, we added a whole bunch of modern formats in 2.10 templaterc but anyone who was using GIMP before won't get these new templates when updating, because templaterc in config dir takes precedence.

This is not a priority, let's see for maybe after 2.10 release. Probably it can be done in same time as I finish bug 762286.
