Create a folder with one or more pictures in it.
Chmod the pictures 000 (or 600 and make them belong to another user).
In Shotwell, try to import the pictures from that folder.
After hitting OK, a box appears saying: "1 photo failed to import because the photo library folder was not writable: /path/to/folder/pictures.jpg".

The error message is misleading: there's nothing wrong with the photo library folder.

The error mapping is wrong - or rather too simplistic in src/BatchImport.vala:96
