babl 0.1.44 doesn't include the meson build files so it's impossible to build with meson from the released tarballs.

You could add all the meson build files to EXTRA_DIST in your Makefile.am.

You could have tested and attached a patch.

The recommended and supported way of building babl/GEGL/GIMP continues to be using autotools, meson will continue to be experimental - for babl - experimental testing of the meson build is already available through git; but not releases, perhaps not in releases until it has fully replaced autotools.
