The suggested default workspace

Due to the GIMP's workflow logics the Tool Options window is essencial. What about the gradients window seems to me it is used rarely however it is on the foreground in the left bottom layer. To make GIMP easier to undertand for new users I suggest to move the Tool Options window to the left bottom space and put it to the foreground. So the bottom left stack will look like this: Brushes, Palettes, Gradients, Gradient Editor, Palette Editor, Tool Presets, Tool Options. 
What about the space in the top right I suggest to put the Navigation window to the foreground. By my opinion this makes the best ergonomical experience for a new user.

Is this question addressed to me? Yes, I have moved to Tool Option to the bottom left corner and kept the preview window in the top left corner which allowed me to work faster.

We should check if it makes sense to update the default layout indeed.

In any case, there cannot be 3 vertical dockbooks as a default. Unless GIMP were smarter, this would currently break the window on all the small screens (like mine!). I know that GIMP is made for graphics professional who usually have big high-res screens, but we should still not be oblivious of beginners, low-funded, even one-time artists and even, as well as the needs for mobility (where screen size are usually smaller).

So by default, we must stack at most 2 dockbooks vertically until the day GIMP become intelligent and finally never make windows bigger than your screen.

I suggested to put tool options within the existed left bottom dockbook, not adding another one for sure.

No sorry there was no decision. We are all very focused on 2.10 release. Also the tool options, aren't they already in the left bottom dockbook by default? At least when you double-click on a tool, the tool options dock appear in the left-bottom.

You are absolutely correct and this was my mistake. Looks like GIMP 2.9.8 ran with the settings based on previous 2.8 installation and my previous customizations, thats why it was on a different position. I've removed all settings and reinstalled GIMP anew and each window was placed in the optimal position. But now I have another suggestion, to enable and show the Navigation window by the default
