Use can 'Enable Plugins',
but cannot find the plugin list.

As a workaround, you can navigate to about:plugins.

We should probably add a way to get to that, maybe from the app menu, but first we have to fix the empty state of the page (right now it's just the word "Plugins" in an odd place, with the rest of the page entirely blank) and also https://bugs.webkit.org/show_bug.cgi?id=164102.
