Hi, can you please clarify the problem you're facing?

In the Gnome Subtitles version you're using (1.3), the language you choose in "Select the translation language of the current subtitles." only highlights (in red) the spelling errors that you make when entering text in the translation box (on the bottom right of the app). It doesn't automatically translate text, in case that's what you were expecting.

Automatic translation will only be available in the next version, which isn't available yet.
